Retailers are worried for supply delays

The largest consumer market associations appealed to the mayor of Moscow, Sergei Sobyanin, and asked to take into account their concerns in connection with the upcoming launch of a new truck control system in the capital.

Among the signatories of the letter (Vedomosti), Ilya Lomakin-Rumyantsev, President of the Association of Retailers (ACORT), Maxim Sinelnikov, Deputy Executive Director of the National Meat Association, Soyuzmoloko Executive Director Artem Belov, Dmitry Vostrikov, Director for Development of the Rusprodsoyuz Association, and others They confirmed to “Vedomosti” that they sent such a document on December 5.

Business is worried about the planned launch of the Navigation and Information Center for the administration of freight road transport in Moscow (SIC AGAT). This will change the rules for moving trucks over 12 tons in the afternoon. Starting in 2013, they will receive permits to enter the city for a year according to the principle of zoning (for the Moscow Ring Road, Third Transport Ring, etc.).

The system worked well at first, reminds Mikhail Nohrin, director of transport practice at Strategy Partners Group. But then some carriers began to abuse badges, the expert says: when applying for a pass, in the afternoon they pointed out that it was necessary to get to a store that can not be serviced at night, but used a pass to move around the city, sometimes even in transit. To solve the problem, and the idea of control via Glonass / GPS arose, Nokhrin said.

SIC AGAT, as it is said in the letter to Sobyanin, will create a mandatory route when applying for a pass. The applicant will indicate the points, and the system will build the route. According to the authors of the letter, follow the route will be using tachographs in trucks, photo and video fixation. If the truck deviates from the agreed track, the pass is revoked.
